custom css/html for profiles, groups etc

this was a huge feature on vampirefreaks and im in agreement with obsolescence that it would give users far more creative freedom, though perhaps if it was something that can be implemented, that it would be best given to users who

a) are actually active members that contribute to the site as a whole or
b) based on a two tier membership (e.g. regular user/premium user)

there are really so many ideas i have that it is impossible to reel them all off in one sitting but i am genuinely up for helping get this site moving in such a way that benefits users as a whole

perhaps also a feature for rating user content and having the top rated featured on the main feed

e.g. top rated photos, blogs, etc.
